Vice President and Administrator

Ronald (Ron) Doncaster is the Vice President and Administrator of Lakeside Medical Center, the Health Care District of Palm Beach County’s rural teaching hospital in the Glades. In this role, he oversees operations at the 70-bed acute-care facility, supports the integration of enhanced services, supervises personnel, and provides strategic recommendations for innovative programming and future growth.

Doncaster brings several decades of healthcare leadership experience, including positions with Mass General Brigham and most recently as interim chief operating officer at Tampa General Hospital. His extensive background supports the growing partnership between Lakeside Medical Center and Tampa General.

Doncaster holds a Bachelor of Arts in sociology from Fitchburg State University in Fitchburg, Massachusetts, and a Master of Science in management with a concentration in healthcare administration from Lesley University in Cambridge, Massachusetts. 

 

Jennifer Dorcé-Medard, DOJennifer Dorcé-Medard, Associate Chief Medical Officer

Associate Chief Medical Officer

Jennifer Dorcé-Medard, DO is the Associate Chief Medical Officer at Lakeside Medical Center. She oversees medical staff operations and credentialing and drives strategic initiatives that enhance healthcare quality and patient safety. She is also the hospital’s Designated Institutional Official and a board-certified family physician. Dr. Medard is a healthcare executive with over 11 years of experience in clinical practice, medical administration, graduate medical education and healthcare leadership. Dr. Dorcé-Medard has dedicated her career to advancing evidence-based medicine, fostering a culture of collaboration among healthcare professionals, and implementing innovative healthcare solutions.

As Program Director, she led Lakeside’s Family Medicine Residency Program to ACGME accreditation in 2019. A strong advocate for patient-centered care, Dr. Dorcé-Medard works closely with physicians, nurses, and hospital administrators to develop policies and programs that prioritize patient safety, clinical excellence, and staff well-being. 

Under their leadership, in 2022, Lakeside Medical Center was named the most racially inclusive hospital in the nation and was ranked among Florida’s top three hospitals for health equity and inclusivity in 2023 by the Lown Institute. In 2024, Lakeside Medical Center earned a Performance Leadership Award from The Chartis Center for Rural Health for excellence in patient outcomes.

Prior to joining Lakeside Medical Center, Dr. Dorcé-Medard served as a provider for the Health Care District’s community health centers. Dr. Dorcé-Medard earned her medical degree at Touro College of Osteopathic Medicine in New York, New York. She completed her residency training at Broward Health Medical Center in Fort Lauderdale, Florida, and earned a fellowship in Sports Medicine at Nova Southeastern University in Fort Lauderdale, Florida. She is an active member of the Palm Beach County Medical Society and a 2024 graduate of its Physician Leadership Academy.

Alyssa Tarter, MSN, RN, CPHRM, CPPSAlyssa Tarter Headshot

Associate Vice President of Nursing

Alyssa Tarter, MSN, RN, CPHRM, CPPS, is the Associate Vice President of Nursing for Lakeside Medical Center, bringing a wealth of experience in healthcare leadership, nursing management, and operational excellence. Born and raised in the rural town of Clewiston, Florida, Tarter has extensive experience in nursing, risk management, and compliance. With a background rooted in clinical and administrative roles, she is dedicated to enhancing patient care quality and ensuring the seamless integration of nursing practices across all levels of the organization.

Prior to this role, Tarter held leadership positions in nursing and enterprise risk management, where she successfully oversaw departmental functions, streamlined processes, and led teams to achieve performance improvement goals. Previously, she was the Health Care District’s Director of Corporate Risk Management and formerly the Director of Nursing at Lakeside Medical Center. Her focus on fostering a collaborative, patient-centered environment has resulted in improved patient outcomes and satisfaction scores. 

She has worked extensively with multidisciplinary teams, implementing strategies that enhance patient care delivery and the overall efficiency of hospital operations. With more than 14 years of experience in health care, Tarter brings expertise in managing complex systems, optimizing resource allocation, and driving initiatives that align with the organization’s mission and goals. She has a deep understanding of regulatory compliance, quality assurance, risk management, and financial stewardship and maintains a strong commitment to nurturing a positive work culture for hospital staff.

Tarter earned a Master of Science in Nursing from Chamberlain University. She holds certifications as a Certified Professional in Health Care Risk Management (CPHRM) and Certified Professional in Patient Safety (CPPS), demonstrating her ongoing commitment to professional development and excellence in healthcare leadership.

Medical Executive Committee

The Medical Executive Committee of Lakeside Medical Center has primary governance over the Medical Staff and serves a liaison between the Medical Staff, Hospital Administration and the Governing Board.

Responsibilities

  • Act on behalf of the Lakeside Medical Center Medical Staff
  • Adopt, amend and implement policies, Bylaws, Rules & Regulations of the Medical Staff
  • Make recommendations to Governing Board relating to
    • Structure
    • Medical Staff Appointments and Reappointments
    • Quality improvement processes and activities
  • Review of quality indicators
  • Provide leadership regarding patient safety
  • Oversee and improve patient satisfaction
  • Promote continuing medical education

Structure

  • The Medical Executive Committee is comprised of elected active medical staff members, which include Department Chiefs and Service Chiefs
  • Terms are two years and are based on a calendar year.
