Thomas Cleare, Assistant VP Planning & Community Engagement


Thomas Cleare is the Health Care District of Palm Beach County’s Assistant Vice President of Planning & Community Engagement. Dr. Cleare is responsible for the District’s system-wide strategic planning process for the diverse safety-net programs serving the residents of Palm Beach County including the nationally-recognized trauma system, a skilled nursing facility, a rural public hospital, school-based health clinics, pharmacies, primary care and dental clinics and health coverage for the uninsured.

In addition, Dr. Cleare leads the District’s community partnership funding activities and giving programs, records and governance management, facilities management, legislative support, provider network management and reimbursement, and utilization and care coordination management.

Dr. Cleare joined the Health Care District in October 2003 and has served in a variety of positions including Director of Research and Planning and Chief Program Officer. Prior roles included responsibilities for directing the operational functions of the District’s health coverage programs that included the Personal Health Plan Medicaid HMO, the Coordinated Care indigent care program, the Vita Health shared premium program and the Maternity Care Program.

Prior to joining the Health Care District, Dr. Cleare served in a variety of leadership roles with a national managed care specialty provider network. Dr. Cleare has also served as an Adjunct Faculty member at Florida Atlantic University.

Dr. Cleare has over 20 years of experience in health care operations, managed care, and health policy. Dr. Cleare is the author of two non-fiction books, Establishing a Healthcare Emergency Response Coalition and An Analysis of Accountability in Public – Private Health Care Programs Serving Vulnerable Populations, and one fiction book, Treasure in Paradise, and has written several articles and conference papers related to health care, emergency preparedness, and local government policy. Dr. Cleare received a Doctor of Philosophy and Master of Business Administration from Florida Atlantic University. He also holds a Bachelor of Science from the University of Florida.
